The commander of a Tandaran internment camp holding Suliban civilians, where Archer and Mayweather are detained.
Colonel Grat runs Detention Complex 26, a Tandaran camp where Suliban civilians have been held since the Cabal began attacking the Tandaran Sector. In Detained he interrogates Archer and Mayweather about their intrusion into Tandaran space, the Suliban and the Temporal Cold War, while stalling their release.
Archer's sympathy for the imprisoned Suliban puts him at odds with Grat, who sends him to isolation for hiding a communicator. With Enterprise's help, Archer leads an escape of the detainees. Grat was played by Dean Stockwell.
