A Benkaran prisoner who won Neelix's sympathy with accounts of discrimination, then used him to arrange an attack on Voyager.
Joleg is a prisoner being transported by the Nygeans in Repentance, rescued by Voyager along with Iko and others. He befriends Neelix, explaining that members of his minority Benkaran people are unfairly targeted by Nygean justice, and asks Neelix to pass a letter to his brother.
The letter conceals Voyager's coordinates, and other Benkarans attack the ship in an attempt to free him and his fellow prisoners. The crew foils the escape, and Neelix, realising he has been manipulated, turns his back on Joleg.
