A peaceful society of Angosia III that biologically and psychologically enhanced soldiers for the Tarsian War, then imprisoned them once the fighting ended.
Angosia III was being considered for Federation membership when the Enterprise visited in The Hunted. Its government, led by Prime Minister Nayrok, presented the Angosians as a peaceful and civilized people ready to join the Federation.
During the Tarsian War, however, the Angosians had turned volunteers into soldiers through biological enhancements and conditioning that could not be reversed. Afterward the veterans were confined to a colony on the moon Lunar V. The escaped soldier Roga Danar showed Picard and Troi the truth, and Picard left the Angosians to settle the matter with their veterans themselves.
