Nayrok was the Prime Minister of Angosia III, whose government imprisoned the soldiers it had engineered to fight its war.
Nayrok led the government of Angosia III when the Enterprise was assessing the planet for Federation membership in The Hunted. He asked Picard for help capturing Roga Danar, an escaped prisoner, without at first explaining who Danar really was.
Picard discovered that Danar was one of many veterans altered to be superior soldiers and then confined on Lunar V once the war was over. When the soldiers seized control of the capital to demand justice, Nayrok begged Picard to stop them, but Picard refused to interfere in an internal matter and left Nayrok to decide their fate. James Cromwell played him.
