Angosia III is a planet that applied to join the Federation while keeping its war veterans locked away on a prison colony.
Angosia III was being evaluated for membership in the Federation when the Enterprise visited in The Hunted. Its government, led by Prime Minister Nayrok, presented a peaceful, cultured face to the crew.
During an earlier war, the Angosians had chemically and psychologically altered volunteers into super soldiers, then sent them to a prison colony on the moon Lunar V when peace came. The escape of the soldier Roga Danar exposed this, and Picard left the Angosians to settle the matter before any membership could proceed.
