Neelix and Tuvok are stranded on a planet with an orbital elevator.
Tuvok and Neelix are stranded on a planet where asteroids are constantly bombarding the surface, and they must find a way to survive while the people of the world try to build a way off the planet. The pair clash as they work together.
The episode places two very different characters together, one logical and one emotional, and lets their differences drive the story. It also shows Neelix in a more heroic light, and it gives the audience a look at the relationship between two of the crew who are rarely paired up.
