Sklar was one of the passengers on the Nezu orbital elevator, exposed as a traitor holding secret information on the alien attackers.
Sklar was among the group of survivors who joined Tuvok and Neelix on the orbital elevator on the Nezu homeworld, hoping to escape an asteroid bombardment and reach Voyager.
In Rise, Tuvok and Neelix found that Sklar was a traitor who had been concealing a data padd with tactical information about the ships of the attacking aliens. That information proved vital once the group was rescued, allowing Voyager to drive back the Etanian Order, which had been hurling asteroids at the planet to drive out its people and take it for themselves.
