When Quark is shot over a strongbox, Odo reopens an unsolved murder from the Cardassian occupation in which Kira was once a suspect.
Quark is hired by Vaatrik Pallra to recover a box from her dead husband's old shop, finds a list of names inside and is shot by a man who steals it. As Odo investigates, flashbacks show him five years earlier, when Gul Dukat asked him to look into the murder of Pallra's husband, Vaatrik, and Kira, then a resistance fighter, was a suspect.
In the present Odo learns that the list names Bajoran collaborators that Pallra has been blackmailing, and that she hired the gunman. He also realises that Kira lied to him all those years ago: she had been on the station to sabotage it, and she killed Vaatrik, a collaborator, in self-defence. Their trust is shaken.
