Cardassian legate and secret dissident who befriended Kira Nerys after the Obsidian Order disguised her as his missing daughter Iliana.
Tekeny Ghemor is a Cardassian legate and a member of the Central Command who secretly belongs to the dissident movement opposing the military's grip on Cardassia. His daughter Iliana disappeared years earlier while working undercover for the Obsidian Order, and he has never stopped hoping for her return.
In Second Skin, the Obsidian Order abducts Kira Nerys and surgically alters her to look Cardassian, claiming she is Iliana living under a false Bajoran identity. The scheme is meant to expose Ghemor's sympathies. Although he comes to accept that Kira is not his daughter, Ghemor helps her escape, and Elim Garak kills the agent Corbin Entek during the rescue.
The two remain bound by the experience. In Ties of Blood and Water, dying of a terminal illness, Ghemor comes to Deep Space Nine to pass on the secrets he has gathered about Cardassian affairs while Gul Dukat tries to discredit him. Kira, haunted by memories of her own father's death, stays at his side until he dies. He was played by Lawrence Pressman.
