Elemspur Detention Center is a Cardassian prison facility from the occupation era. In Second Skin, a Bajoran archivist contacts Kira with records showing that she was held at Elemspur, though Kira knows she was never in Cardassian detention.
The records are a lure. Kira is abducted by the Obsidian Order on her way to Bajor and wakes up surgically altered to look Cardassian, told she is a sleeper agent. The scheme is meant to expose Legate Tekeny Ghemor as a dissident.
