Cardassian boy raised by Bajoran parents after the occupation, whose custody became a political weapon in Gul Dukat's rivalry with his father.
Rugal is a Cardassian boy left behind on Bajor at the end of the occupation and raised by Bajoran adoptive parents, who taught him to fear and hate his own people. On Deep Space Nine he bites Elim Garak's hand when Garak tries to introduce himself, prompting an investigation into his upbringing.
While Miles and Keiko O'Brien care for him, Rugal helps Miles overcome his own prejudice against Cardassians. He turns out to be the son of the politician Kotan Pa'Dar, and his discovery was arranged by Gul Dukat to embarrass Pa'Dar. Benjamin Sisko ultimately sends Rugal to live with his birth father on Cardassia.
