Bajoran man who adopted the Cardassian war orphan Rugal and raised him to distrust Cardassians.
Proka Migdal is a Bajoran who took in Rugal, a Cardassian boy left behind on Bajor after the occupation, and raised him as his son. In Cardassians, the boy's hostility toward Cardassians and allegations of abuse lead to an investigation of the family, and Proka brings Rugal to Deep Space Nine.
When it emerges that Rugal is the son of the Cardassian politician Kotan Pa'Dar, Proka refuses to give him up, and Sisko presides over the custody hearing. After Bashir and Garak expose Gul Dukat's scheme behind the boy's abandonment, Sisko awards custody to Pa'Dar.
