A Delta Quadrant power whose weapon destroyed the moon Rinax and ended the Talaxian war, killing Neelix's family.
The Haakonian Order is a Delta Quadrant civilization that fought a long war with the Talaxians. To end the conflict, Haakonian scientist Ma'Bor Jetrel developed the Metreon Cascade, a weapon that killed more than 300,000 people on the Talaxian moon of Rinax, among them Neelix's family. The Haakonians then occupied Talax.
Jetrel later came aboard Voyager, ill with the same disease he had inflicted, claiming Neelix had been exposed. In truth he hoped to reconstitute victims of the Cascade. The episode Jetrel examines guilt, forgiveness and the cost of war.
