The Klingon High Council governs the Klingon Empire, with its members drawn from the leading great houses and its sessions led by the chancellor. Its rulings can grant or strip a family's honour, as when Worf accepts discommendation to protect the empire in Sins of the Father.
When Chancellor K'mpec dies in 2367, Jean-Luc Picard acts as arbiter of succession, and Gowron's rise over the House of Duras soon leads to civil war. Martok later becomes chancellor after Worf kills Gowron in combat near the end of the Dominion War.
