Worf's brother violates the Prime Directive to save a doomed people.
Worf's human brother, Nikolai Rozhenko, is a sociologist who has secretly broken the Prime Directive by moving a group of people from a doomed planet to a holodeck. Worf and Picard have to find a way to resolve the matter. The people, who are called Boraalans, have to adapt to a new life, and some of them are unwilling.
The story raises questions about the Prime Directive and about the right to interfere in the fates of other societies. Worf's relationship with his human brother is the emotional heart of the episode. It is a thoughtful, if somewhat uneven story, and it features a notable moment for Worf's family history.
