Veer was Forra Gegen's assistant, who helped him find Voyager and was later pressured into testifying against him.
Veer was a young Voth scientist working with Professor Forra Gegen. Together they discovered the remains of a Voyager crewman and followed the trail to the ship, boarding it while cloaked to study its crew.
In Distant Origin, Veer was discovered aboard Voyager and stunned Chakotay with a sedative needle as Gegen escaped with him. Veer was taken into custody by the crew and later returned. When Gegen stood trial for heresy, Minister Odala coerced Veer into testifying against his mentor.
