Valdore was a Romulan admiral who oversaw a plan to destabilize the region around Earth using a remotely piloted drone ship able to disguise itself as other vessels. Played by Brian Thompson, he worked with the scientist Nijil and answered to the Romulan Senate.
In Babel One, United and The Aenar, the drone attacked ships while posing as Tellarite, Andorian and even Enterprise vessels to provoke war among the region's powers. The plan instead pushed Archer to unite Andorians, Tellarites, Vulcans and humans to hunt the drone down, and it was destroyed after Enterprise identified the Aenar telepath controlling it.
