Tal Celes was a Bajoran crewman who worked under Seven of Nine in astrometrics. Self-doubting and prone to errors in her sensor analysis, she was one of three crew members whom Seven's efficiency review flagged as underperforming, along with Mortimer Harren and William Telfer.
In Good Shepherd, Janeway took the three on a survey mission aboard the Delta Flyer, hoping to bring the overlooked crew members into the fold. The mission went wrong when the shuttle encountered a dark matter phenomenon, but each of the three ultimately contributed to the crew's survival.
