Riga is a Monean scientist who travels with Tom Paris aboard the Delta Flyer in Thirty Days. He helps guide the expedition to the centre of the ocean planet, where the crew discovers a vast reactor at the core and learns that the Moneans' oxygen mining is draining the world of water.
Unlike the delegate Burkus, Riga takes the danger seriously and suggests turning off some of the mining facilities, even at a cost to his people's comfort. When the government refuses, he joins Paris in an attempt to sabotage the reactors, a plan that Voyager is ordered to stop.
