Cardassian civilian leader and political rival of Gul Dukat whose lost son Rugal was found living with Bajoran adoptive parents.
Kotan Pa'Dar is a prominent Cardassian civilian politician and a rival of Gul Dukat. He supported the Cardassian withdrawal from Bajor, a decision that cost Dukat his position as prefect, and he believed that his young son Rugal had been killed during the occupation.
In Cardassians, Pa'Dar learns that Rugal is alive and has been raised by a Bajoran family to despise Cardassians. Benjamin Sisko presides over a hearing on the boy's custody, while Julian Bashir and Elim Garak uncover that Dukat arranged the whole affair to embarrass his rival. Sisko rules that Rugal should return to his father.
