A promoter of the Tsunkatse fighting matches who kidnapped Seven of Nine and Tuvok and forced Seven to fight in the arena.
Penk runs Tsunkatse, a mixed martial arts spectacle broadcast to audiences across the region, in Tsunkatse. His ship captures Seven of Nine and Tuvok while they are in a shuttle, and he blackmails Seven into fighting in his matches, threatening to deny the injured Tuvok medical care if she refuses.
Seven's first bout, against a Pendari champion, surprises the Voyager crew watching in the audience. Penk later schedules a fight to the death with a Hirogen veteran of the arena. Voyager tracks Penk's arena, disables it and beams Seven and Tuvok away. Jeffrey Combs played Penk.
