Liam Bilby is a member of the Orion Syndicate on Farius Prime. When Miles O'Brien goes undercover for Starfleet Intelligence as a down-on-his-luck repairman, Bilby takes him under his wing and vouches for him to his superiors, and the two become genuine friends.
In Honor Among Thieves, the Syndicate, now working with the Dominion, orders Bilby to assassinate a Klingon ambassador. Starfleet plans to let the Klingons catch him in the act, and O'Brien tells his friend the truth. Knowing there is no escaping the Syndicate, Bilby goes ahead with the mission and to his death to protect his family.
