The speaker for the Think Tank, a group of brilliant aliens who solved problems for a price and secretly set bounty hunters on Voyager to acquire Seven of Nine.
Kurros is the spokesman for the Think Tank, a small collective of highly intelligent beings who sell solutions from a ship hidden in subspace. In Think Tank, he contacts Voyager while the ship is being pursued by Hazari bounty hunters and offers a way out, asking for technology and other items in return, and finally Seven of Nine herself.
Janeway and Seven refuse, and the crew discovers that the Think Tank arranged the Hazari bounty to force Voyager to accept. Janeway turns the tables by persuading the Hazari to go after the Think Tank instead. Jason Alexander played Kurros.
