Kenneth Dalby was an insubordinate Maquis crewman whose clashes with Tuvok led to a special training course in Starfleet protocol.
Kenneth Dalby joined Voyager's crew with the other Maquis after the ship was stranded in the Delta Quadrant. Proud of the Maquis way of doing things and contemptuous of Starfleet rules, he openly defied Tuvok, prompting Janeway and Tuvok to organize a training class for him and several fellow Maquis.
In Learning Curve, Dalby resisted the class until Chakotay put him in his place, then slowly came to respect Tuvok, especially when the Vulcan showed he could bend his rules to save a crewmate during a crisis caused by infected bioneural gel packs. Dalby later appeared in Repression.
