Bajoran minister who secretly led the Circle, an isolationist movement that tried to seize power and drive the Federation from Bajor.
Jaro Essa is a minister in the Bajoran provisional government formed after the end of the Cardassian occupation. Ambitious and outwardly courteous, he is also the hidden leader of the Alliance for Global Unity, better known as the Circle, a nationalist movement that wants all outsiders, the Federation included, removed from Bajor.
Jaro arranges for Kira Nerys to be recalled from Deep Space Nine and forms an alliance with Vedek Winn, offering his support for her ambitions in exchange for hers. The Circle abducts Kira, and Jaro moves to take control of the government while Starfleet is ordered to evacuate the station.
The coup collapses when Benjamin Sisko's crew prove that the Circle has been secretly armed by the Cardassians, who hoped to reclaim Bajor once the Federation had gone. Winn quickly abandons Jaro to protect herself, and his scheme is exposed. He was played by Frank Langella.
