In 2370 the Bajoran isolationist movement known as the Circle, led secretly by Minister Jaro Essa and armed by Cardassia, tried to overthrow the Provisional Government.
In 2370 a movement called the Alliance for Global Unity, known as the Circle, demanded that all outsiders leave Bajor. Its secret leader was Minister Jaro Essa. Just before the crisis Kira had rescued the resistance hero Li Nalas from a Cardassian labor camp, and his return briefly gave Bajor a symbol of unity.
The Circle took over the government and ordered Starfleet off Deep Space Nine. Sisko's crew proved that Cardassia had secretly supplied the Circle with weapons to weaken Bajor, and the coup collapsed. Li Nalas was killed shielding Sisko from a gunman.
