Jabin led the Kazon-Ogla on the Ocampa homeworld, the first Kazon faction Voyager confronted after arriving in the Delta Quadrant.
Jabin was the first maje, or leader, of the Kazon-Ogla sect operating on the arid surface of the Ocampa homeworld. His people coveted the water and technology of the Ocampa, who lived sheltered beneath the surface under the Caretaker's protection.
In Caretaker, Jabin dealt with Neelix and later with the Voyager crew as they searched for their missing people. When the dying Caretaker's array became the focus of the conflict, Jabin's ships attacked Voyager and the Maquis vessel, hoping to seize the array for the Kazon. Janeway's decision to destroy the array denied him that prize and made the Kazon lasting enemies.
