Haliz was Razik's second-in-command, promoted to lead his Kazon-Ogla group after Kar killed Razik.
Haliz served under the Kazon-Ogla commander Razik and took part in the hunt for Chakotay and the young Kazon Kar on a moon used for training Kazon warriors.
In Initiations, when Kar shot Razik rather than Chakotay, Haliz rose to command. Kar's act earned him the name Jal Karden and a place among the Ogla, and under Haliz the Kazon allowed the Voyager crew to depart. The episode showed how Kazon rank and honor were won through violence and conquest rather than inherited or granted.
