A forger freed from prison to create fake evidence that draws the Romulans into the Dominion War.
Grathon Tolar is a forger serving time in a Klingon prison when Garak suggests his services in In the Pale Moonlight. Sisko secures his release so he can fabricate a holographic recording of Dominion leaders planning to invade Romulus.
While on the station Tolar stabs Quark in a drunken fight, and Sisko must bribe Quark to drop the matter. After the plan succeeds, Garak reveals that he has killed Tolar to keep the deception secret.
