Dada Noe is the arms dealer the Section 31 team intercepts on the space station Baraam in Star Trek: Section 31. Philippa Georgiou places a phase pod on the weapon he is selling, but a masked figure takes it anyway.
Questioned by Georgiou and Alok Sahar in a Section 31 safe house, Noe reveals that he is from the Mirror Universe, that he stole the weapon from a weapons facility, and that he meant to sell it to the Terran Empire, which plans to invade the Prime Universe through a wormhole.
