Cardassian legate installed by the Dominion as the figurehead leader of Cardassia after Damar turned against the Dominion.
Broca is a Cardassian legate whom Weyoun presents to the Female Changeling as Damar's replacement once Damar launches his rebellion against the Dominion. He serves as the public face of a government that no longer holds any real power, and when he asks about the Klingons and Romulans, Weyoun assures him they pose no threat.
When the Cardassian people rise up in the final days of the Dominion War, Broca is left to report the unrest to the Female Changeling, who answers with orders to exterminate the population. Having failed the Dominion, Broca is himself taken away and killed at the Dominion headquarters on Cardassia Prime.
