The Starfleet base orbiting Tarsas III where the Bynars hijacked the Enterprise-D during a 2364 refit.
Starbase 74 was a Starfleet starbase orbiting Tarsas III, with spacedock facilities for major refits. In 2364 the Enterprise-D docked there for a computer upgrade carried out by a team of Bynars, under the supervision of the base commander, Orfil Quinteros.
The Bynars secretly took over the ship after faking an antimatter containment emergency that forced an evacuation, then flew it to their homeworld, whose central computer had been knocked out. Picard and Riker, left aboard on the holodeck, retook the ship and helped restore the Bynar computer.
