A holographic Irish village of the early twentieth century, created by Tom Paris, that became one of the Voyager crew's favourite places to spend their free time.
Fair Haven is a holodeck program written by Tom Paris and introduced in Fair Haven, recreating a small coastal village in Ireland. Its residents include the publican Michael Sullivan, and crew members take part in village life, with the Doctor even playing the local priest. While Voyager waits out a storm front in space, Janeway lets the program run continuously to lift morale and Paris and Kim expand it into a second holodeck.
Janeway grows attached to Sullivan and quietly adjusts his character to suit her, a relationship she later ends after deciding it cannot be real.
In Spirit Folk, the constantly running program begins to malfunction, and the villagers become aware of the crew's odd behaviour, branding them spirit folk. Sullivan learns the truth and helps calm the villagers, and the program continues.
