The Sheliak Corporate is the governing body of the Sheliak, an intensely legalistic species that holds humans in low regard. Its relations with the Federation are governed by the Treaty of Armens, which ceded a number of worlds to the Sheliak.
In The Ensigns of Command, the Sheliak demand the removal of human colonists from Tau Cygna V, and Data must persuade the settlers to leave. Jean-Luc Picard buys time by invoking an obscure clause of the treaty that forces the Sheliak to accept a delay.
