Beginning in 2369 a group of Borg drones cut off from the Collective followed Lore, who used them in a campaign against the Federation until Data stopped him.
In 2369 the Enterprise-D encountered Borg drones who acted as individuals, attacking Federation outposts such as Ohniaka III. The group had been disrupted by the individuality Hugh had brought back from his time aboard the Enterprise and had lost its direction until Lore offered to lead them.
Lore used a signal to manipulate Data's emotions and drew him to his side. Picard, La Forge and Troi were captured, but Data's ethical program was restored. Data deactivated Lore, and Hugh took over leadership of the remaining drones.
