In 2370 Vedek Winn Adami became Kai of Bajor after her rival Bareil Antos withdrew to protect the memory of the late Kai Opaka.
In 2370 the Vedek Assembly met to choose a new kai, and Vedek Bareil Antos was the favorite. Winn asked Kira Nerys to investigate the Kendra Valley massacre, in which a resistance cell was killed after someone betrayed it to the Cardassians. The evidence appeared to point to Bareil.
Kira found that Kai Opaka herself had given up the cell, including her own son, to save many more lives. Bareil withdrew from the election rather than reveal this, and Winn was elected kai.
