Starfleet vice admiral who ordered Deep Space Nine to stay on alert and keep the Defiant home as a Romulan-Cardassian fleet attacked the Founders.
Vice Admiral Toddman is a Starfleet flag officer in The Die Is Cast. After a combined fleet of the Obsidian Order and the Tal Shiar passes through the wormhole to strike the Founders' homeworld, Toddman tells the station's senior staff that the Federation does not approve of the plan but will not stop it either.
He orders the station to full alert and the Defiant to remain at Deep Space Nine to protect it. Sisko defies those orders and takes the Defiant into the Gamma Quadrant to rescue Odo, who has been taken aboard the fleet with Garak.
