Tallera is a member of Arctus Baran's mercenary crew who presents herself as a Romulan. In truth she is T'Paal, a Vulcan agent of an isolationist movement seeking to push Vulcan to leave the Federation.
In Gambit, Part II, Tallera kills Baran and takes control of his ship to reassemble the Stone of Gol, an ancient Vulcan telepathic weapon. Picard realizes that the weapon is powered by violent thoughts and is helpless against a peaceful mind. He has the crew clear their minds of anger, the weapon fails, and Tallera's plan collapses.
