Romulan who led a delegation to Deep Space Nine that concealed a plan to destroy the station and the wormhole.
Ruwon heads the Romulan delegation that comes to Deep Space Nine in Visionary to receive Starfleet intelligence about the Dominion. Klingons are also aboard the station, and the tension between the two powers adds to the danger.
Miles O'Brien, shifting forward in time, sees the station destroyed by a cloaked Romulan warship. Sisko concludes that the Romulans plan to destroy the station and collapse the wormhole to cut off the Dominion, so he targets the hidden ship and expels Ruwon's delegation.
