A Federation ambassador determined to open relations with Eminiar VII, who learns the costs of his diplomacy and later mediates peace with Vendikar.
Ambassador Robert Fox travels on the Enterprise in A Taste of Armageddon with orders to establish diplomatic relations with Eminiar VII. Despite a warning from the Eminians not to approach, he insists that the ship enter orbit and overrules Kirk's caution.
Fox is later caught in a disintegration booth and saved only by Spock's intervention, an experience that shatters his faith in negotiating on Eminiar's terms. After Kirk destroys the war computers, Fox offers to mediate between Eminiar and Vendikar so that the two worlds can make a real peace. He was played by Gene Lyons.
