Radue was the leader of the Aldeans who arranged the abduction of the Enterprise's children to save his dying people.
Radue led the Aldeans when their hidden world revealed itself to the Enterprise in When the Bough Breaks. His people had become unable to have children, and he proposed trading their advanced technology for some of the ship's children. When Picard refused, the Aldeans simply transported the children to the surface.
Radue resisted all attempts to negotiate their return until the crew showed that the Aldeans' infertility came from radiation reaching the planet, which could be reversed. Once Data disabled the Custodian and the Aldeans' defences, Radue agreed to return the children and accepted help. Jerry Hardin played him.
