Quasi is a Chameloid, a shapeshifting species, serving on Alok Sahar's Section 31 team, played by Sam Richardson. He is described as cynical about the dream of a utopian Federation.
During the hunt for the Godsend, Quasi and Rachel Garrett used a garbage scow's tractor beam to bring down San's shields, then jettisoned an improvised explosive to stop Fuzz. At the climax he beamed Alok and Philippa Georgiou off San's ship just before it passed through the wormhole.
