Ezri Dax's sensitive brother, an aspiring artist who confesses to killing Morica Bilby.
Norvo Tigan is one of Ezri Dax's brothers and the son of Yanas Tigan, appearing in Prodigal Daughter. He works in the family mining business but longs to be an artist, though he is harshly self-critical, and Ezri urges him to leave home and escape their mother's constant criticism.
When Miles O'Brien's investigation into Morica Bilby's death points to the Tigan business, Norvo admits that he killed her after she tried to extort more money from the family. He is sentenced to thirty years in prison. He was played by Kevin Rahm.
