A Ferengi commissioner whose support Quark must win, in disguise as a woman, to restore Grand Nagus Zek.
Nilva is one of the commissioners of the Ferengi Commerce Authority and the only one who agrees to come to Deep Space Nine in Profit and Lace after Zek is ousted for granting rights to Ferengi women. Quark hopes to convince him that women's rights are good for business.
With Ishka recovering from a heart attack, Quark undergoes a temporary sex change and poses as a woman named Lumba to make the case, while fending off Nilva's eager advances. Nilva is won over and pledges his support for Zek. He was played by Henry Gibson.
