A Starfleet admiral who secretly allied with the Son'a to relocate the Ba'ku, believing the radiation of their world would benefit billions.
Admiral Matthew Dougherty oversaw a joint Federation and Son'a survey of the Ba'ku planet in Star Trek: Insurrection. He approved a covert plan to move the Ba'ku without their knowledge so that the planet's metaphasic radiation could be harvested, arguing that the medical benefits outweighed the rights of so few people.
Picard refused to take part and openly defied him. Dougherty finally realised that Ru'afo intended to destroy the planet's rings, and he tried to stop him. Ru'afo killed him using the Son'a's own facial stretching equipment.
