Marouk was the Sovereign, the ruler of Acamar III, in The Vengeance Factor. When the Enterprise traced a raid on a Federation outpost to the Gatherers, Acamarian outcasts who lived by piracy, Marouk at first wanted them hunted down.
Picard persuaded her to seek peace instead and to offer the Gatherers a way back into Acamarian society. Marouk joined the Enterprise for the negotiations, bringing her assistant Yuta, whose hidden purpose nearly wrecked the effort. Marouk and the Gatherer leader Chorgan reached an agreement.
