A Cheronian revolutionary who had fled across the galaxy for thousands of years, pursued by Bele, and sought asylum aboard the Enterprise.
Lokai arrives aboard the Enterprise in a stolen shuttlecraft, his face white on the right side and black on the left. He claims to be a political refugee fleeing oppression on Cheron, and he tries to win the crew's sympathy with his account of the injustice his people suffered.
When Bele arrives in pursuit, the two men's hatred becomes clear, and they force the Enterprise to Cheron. Discovering that their people have destroyed each other, they nevertheless continue their chase. He was played by Lou Antonio.
