Kova Tholl was a philosopher from Mizar II who was held prisoner with Picard in Allegiance. His people, the Mizarians, had a history of yielding to whoever conquered them, and Tholl was suspicious and easily frightened in the cell he shared with Picard, the Chalnoth Esoqq and the cadet Mitena Haro.
Tholl distrusted Picard's leadership and at times feared Esoqq would kill him. When Picard realised the prisoners were part of an experiment, and that one of them was not what she seemed, the captors revealed themselves and released the group. Stephen Markle played him.
