Bajoran smuggler from the Occupation whose apparent murder on Deep Space Nine made Odo the prime suspect.
Ibudan is a Bajoran who profited by smuggling goods to his own people during the Cardassian occupation. In A Man Alone, Odo recognizes him on the Promenade and orders him off the station, explaining that Ibudan once let a young girl die when her parents could not pay and later killed a Cardassian officer.
Soon afterward Ibudan is found dead in one of Quark's holosuites, and the station's residents turn on Odo. Bashir finds that Ibudan had been growing a clone of himself, and the crew realizes the corpse was a clone killed to frame Odo. The real Ibudan is found hiding aboard and arrested for murdering his own clone.
