The head of the council of Gideon, who abducts Kirk so that his blood can spread disease among the overpopulated Gideonites.
Hodin is the leader of the council of Gideon. In The Mark of Gideon, the Gideonites have asked to discuss membership in the Federation, but Hodin's real purpose is to obtain Kirk, who once had vegan choriomeningitis and still carries it.
Hodin arranges for Kirk to be transported to a replica of the Enterprise and introduces his own daughter Odona to infect herself. His plan forces Spock to defy Starfleet orders and beam down. He was played by David Hurst.
